[mlir][linalg][transform][python] Add mix-in for MapCopyToThreadsOp.

Apologize for the mixup, I had incorrectly identified this patch as the faulty one, I reapplied it.
https://reviews.llvm.org/D157704 was breaking the bot and has been reverted.
