Hi Rich, for clang, for example, what's the process for collecting changes and updating the release notes?

The process is fairly ad-hoc. The release notes exist on master and can be added to at any point on master between release branches to add new features in the upcoming release. It sounds like that is done relatively rarely though. I think the release manager, e.g. Hans, at some point in the release cycle, I think after the final RC passes testing, cleans up whatever notes are present on the branch then cajoles/encourages the various communities to add items to them until the release date. It sounds like we are ahead of the other projects in considering the release notes at this stage in the process - i.e. post RC1 :-)
