Summary

We already have the same SVN ignoring for tools/clang. And gitgnore already ignores everything in projects/. Let's add compiler-rt, libcxx and libcxxabi to svn:ignore.

Sure. Although there is also discussion of a runtimes tree, this still seems harmless.
