[compiler-rt][asan] Turn on ASAN unittests for win64.

Summary

Asan is now working on windows 64-bit.
This patch is turning on the unittest.

lgtm This should start running the asan win64 tests on http://lab.llvm.org:8011/builders/clang-x64-ninja-win7/.
