[lld][WebAssembly] Remove bad-reloc test

[sbc100]

Summary

This test was check behaviour that only exists in the debug
configuration so will fail in release builds.

Perhaps there is way to keep this test around and only run
it in debug builds but for now I'm removing so fix the
release builders.
