Summary

Both these proposals seem to be complete but were not marked complete in the status document so this patch updates the document.

For reference:

P0604 was landed as commit r320509.
P0768 was landed as commit r329460
LWG2745 was written against std::experimental::optional, which we don't have any more, and the same issue doesn't apply to std::optional.
