[libc++] Temporarily allow AIX builders to fail

Summary

The builders are in a broken state, which causes all the CI builds
to appear as red. Make them soft fail until we've managed to reach
the build bot owners.

@power-llvm-team Can you please take a look at these issues with the builders? They were supposed to go down for a few days but it's been a while and the builders are still failing.

We're investigating the issues with the builders and hopefully will restore everything soon.
