rZORGefdae9a8f17f: [TestSuiteBuilder] Updating the build config of the PPC Rhel bot

Summary

Changing the compiler toolchain location for this bot to work with
its new host machine.
Stopping the building of the gold plugin as we no longer want to
build and test it, bot uses and test lld.
