AMDGPU: Update backend-resource-limit-diagnostics.cl test to not use -emit-codegen-only option

Summary

This causes AMDGPU backend to run AMDGPUAsmPrinter without MC layer,
which results in segfaults in most cases

I still think something is wrong where any flag allows MC to run without the streamer
