Deprecate build cache servers for aarch64 and aarch32 from Buildbot

Summary

These servers are not being used in a while, and the build processes provided by them overlap with other builders.

LGTM from the perspective of removing the workers. Worth mentioning that you are the maintainer of the machines.

The bots have been failing for some time (https://groups.google.com/g/llvm-dev/c/aVxyVnDWP3U/m/2MedkfdZBQAJ) and decommissioning them makes sense as the Linaro Bots cover the same use cases.
