initial windows deployment

Summary

To add Windows workers, I refactored the cluster setup, added a Windows
node pool and a windows deployment.

The current state of the buildbot is on http://lab.llvm.org:8014/builders/clang-x86-ninja-win10

This depends on the new image in D82873.
