[flang] Fix bogus errors about CONTIGUOUS attribute

Summary

Incorrect error messages were issuing for symbol table entries
with the CONTIGUOUS attribute that didn't deserve them, like
host association symbols. Put the CONTIGUOUS check into
CheckObjectEntity().
