Unless I'm missing something, we have 2 different audiences here: (1) developers who use CI, and (2) buildbot worker owners who provide and maintain the builders. And the messages we want to deliver are different. In the first case we want to say something like "if you see an issue with a builder, please report it to the bot owner, CC Galina. Here is how to find the contacts, and here is what you can do to escalate the issue", but for bot owners we want to say something like "if someone reported an issue with your builder, please resolve it as soon as possible; if resolution takes time, please move that worker to the staging.".

Not sure if How To Add Your Build Configuration is the right place for the message to the developers.
