Provide an acccessor to get the Args of a ToolChain

What's stopping anyone from removing this method as dead code?

I have a private branch I have been working on which needs access to Args. Is there any other reason why this getter is not present other than being the dead code ?

TBH I'm not really sure what the policy is.
