Xfail data formatter test cases

Xfail these tests until they can be updated to handle libcxx changes; rdar://problem/31819554

Note that I have not addressed the failure of python_api/exprpath_synthetic/TestExprPathSynthetic.py, as the implementation of the test is alien to me.

Update xfail reason to Phabricator ID.
