[clangd] Make clangd install to bin

Summary

This allows the install target to also install clangd to bin, so that
it can be deployed and used outside the build tree.

malaperle-ericsson set the repository for this revision to rL LLVM.

please let me know if I created the diff correctly, it's the first time I tried using "arc" :)
