[TSan] Adjust `TSAN_RTL_CFLAGS` before it gets copied

Summary

Add COMPILER_RT_LIBDISPATCH_CFLAGS to TSAN_RTL_CFLAGS before it gets
duplicated to TSAN_RTL_DYNAMIC_CFLAGS so both versions have the
necessary flags.
