This a first draft of a `Contributing to LLVM` document, that should
give an overview over the different ways people can contribute to LLVM,
as a follow up to
http://lists.llvm.org/pipermail/llvm-dev/2017-October/118023.html
I tried to summarize and link to relevant existing pages. The aim of
this document is to act as a starting point for people to contribute to
LLVM. I tried to include some important info (in my opinion) here, even
though almost all information is available in other documents, but it
is quite spread out over multiple pages. It might be worth to add more
things to tie in here, e.g. how to contribute documentation.
I am looking forward to your feedback and expect quite some rephrasing
and reformatting, but I hope this review can help to get a good page for
new contributors.
