[InstSimplify] Fold division by zero to poison

Description

[InstSimplify] Fold division by zero to poison

Div/rem by zero is immediate undefined behavior and anything goes.
Currently we fold it to undef, this patch changes it to fold to
poison instead, which is slightly stronger.
